Car will not start, suspect fuel delivery problem , help !
Before anyone raises the search card, I have already searched and searced for about 2 days and applied all I have read.
Edit : 1999 Lexus GS300
Car will crank but will not turnover. I am absolutely positive that its a fuel related issue. At first I thought maybe something within the fuel lines was clogged but I went and unscrewed the fittings and verified fuel is flowing. I removed the intake manifold to get to the rail and injectors and saw that fuel reaches the fuel pulsation damper fine but from there I dont think it is being filled into the fuel rail.
Is it possible that the pulsation damper has seized and is not letting the fuel flow into the fuel rail? If so how can I test it ? I have screwed and unscrewed the screw on the damper and nothing works. I read in the service manual that when the fuel pump is on , the pulsation damper screw is supposed to rise but I do not see it moving. Since this is the case if the damper isnt at fault, am i not getting enough fuel pressure ? Where should I check next? I am stumped.
Checked :
All Fuses
Battery
Starter (Motor is turning)
Spark Plugs (Grounded to motor to test)
Injectors and power going to injectors
Fuel pump works
Bypassed Fuel ECU so fuel pump flows MAX while the key is switched ON
Did an OBD2 Scan and found no error codes.
Car will start fine with engine starter fluid.
Please help and point me in the direction I need to go. Thanks in advance.

I figured out what it was. Originally it was the fuel pump that died. My dads mechanic friend ordered a fuel pump from autozone and when they received it , they installed it. That meant the pump was good. But it ends up being that the pump that they ordered from autozone was about 1/2 inch shorter than the stock one and wasnt fitting like it should. Once the pump turned on and started pumping gas, it would pop off the assembly because of that 1/2 slack.
