1998 gs400 with L tuned, stage 2??

i've searched online and the only info i could find is for a 2000 gs400 l-tuned.
Is the 1998 model year gs400 l-tuned oem?
the 2000 gs400, from what i can tell, includes: side skits, muffler tips, larger rims and other stuff right?
any info would be nice

Stage two includes grille, side skirts, L-tuned steering ECU, different mufflers, lower springs, firmer shocks, and choice of 17, or 18incher wheels. (lets not forget badging).
