Goblins behind the dash (climate control related). Any ideas?

My brother has a '98 GS that's making some odd noises. It sounds like there are hamsters running around behind the dash to the right of the steering column.
What it sounds like to me, is that there's some sort of electrical or mechanical valve that's associated with the driver's side temperature control. You can hear it moving when the driver's side temp is adjusted, or when the two sides are linked. Then every so often it sounds like it's shaking back and forth for no good reason. Problem is, it happens even with the climate control off. It sounds almost like a lock actuator moving back and forth rapidly.
Does anyone know how the mechanism works, and/or if this is most likely an electrical issue (the climate control system sending bad signals to a motor), or a mechanical issue (something loose back there).
Any help would be greatly appreciated. Thanks in advance.
