UPDATE 01/20/08 I finally decided on one!!! I ended up getting a modified '99 GS400 [so he had limited buyers]. All of your input truly made a difference!
There are some things I gotta prepare before it's street ready...
The front tires got to go. Need to get the driver side window control replaced [he gave me the new part, just need it installed]. There's a crack on the front bumper, it's cosmetic, so I'm not sure if I'll get it fixed. The brake pads need replacing, rotors need to be shaved, and new brake lines need to be installed. The SRT intake filter needs to be replaced, if not cleaned.
The car has about 93,000 miles and I bought it for $10,500. The clincher for me was that he got a Lexus tune up done at 80k miles. I think I got a good deal.
Here are the modifications he made to the car:
Greddy Evo 2 Cat back exhaust
SRT Intake Manifold
Blitz Full Body Kit
ECU upgrade
19' MMR HR2 Staggered Machined wheels w/Kumho Ecsta - F/245/35/19 R/275/35/19
TRD front and rear sway bars & strut bars
Daizen front arm bushing kit
Brembo cross drilled rotors w/Akebono brake pads w/shim kit
JDM red/clear taillights, clear front bumper lights, and yellow fog lights
Alpine IVA-D310 touch screen DVD player w/10' infinity subwoofer
Custom dash kit to match factory trim
Clifford remote start alarm w/pager

I just noticed on the Blitz front bumper body kit, that there's no grill covering the gap between the lower valence and upper valence of the bumper...[i know i'm not using valence properly here]

That being said, I guess it's an upgraded steering ECU? Is there any other kind? He showed my this little black box that he said contained it...
What advantage does this ECU do anyway? I know I know...I'm a newb

That black box with ECU is the SRT ECU - it goes with your SRT Intake and controls the air/fuel.
I think you got a pretty nice deal, car looks to be in good shape except the areas you noted.
PS also looks like your wipers are in the 'winter' position which you probably don't need in CA. Search for threads here on how to push 'em down.
pps before you lose touch with the seller, find out if the timing belt was changed in the car, you're at about that mileage. Lexus can probably tell you as well if service was done there
