Help, TPS only showing 79% at WOT

Hey Mike,
Man, you are everywhere. Thanks for the help you guys gave me.
As far as my car goes I havent reached a conclusion I am happy with. On one hand It seems that Lexus may have intentionally kept their TBS's from reading higher than 80%. (**** move)
On the other hand it could be my TPS not sending voltage higher than 4.01

I will figure this out before too long and post up my info.
