Shift ***** and master keys are usually stolen at the auction where the dealer obtained your car(they didn't lose them). Depending on how much they sell it for and how much profit they make off of someone, they then offer the new shift **** and new key.
When I bought my last LX470, the rear floor mats and the black shelving/divider in the armrest compartment were missing. They gladly gave me a new set of floor mats and ordered the divider. That's when one of the wholesalers examining my 300ZX trade in told me about the rampant theft at the auto auctions.
