Is all the L-Sportline stuff DIY install wise?
is the front, skirt and rear kit self installable with standard tools? (nuts and bolts? is glue needed?) Is the OEM front, skirt (maybe dont even have skirts OEM) and rear difficult to remove? (rivets, screws, nuts and bolts, glue, which?)

No, the line from the bumpers won't match the sides. I tried to do the front and the sides alone, but the rear looked funny. If you can't do them all, don't do it. Now you can mix and match kits, as long as they line up.

Well to answer all of your questions.
IMO the kit would look funny with out the side skirts.
The front skirt is about a half an inch lower than the stock bumper.
The l-sportline kit is supposed to be a direct bolt on kit, no molding is required.
The instruction says you can do it your self, but I wouldn't recommend it for 2 reasons.
1st the front bumper has about 40 plus screws to take off and put back on.
2nd the rear bumper has about 30 plus screws to take off and put back on also.
On my kit the front and rear line up pretty close to the stock lines but the side skirts needed a little modification.
BTW I have 20's and its lowered about an 1 1/4.
good luck in your decision.

Genius - you're car will be lower but if you angle up and down driveways, you shouldn't rub...the Lsportline bumper has a slight upward angle in the front to help avoid scrapes (unlike the Win kit which is straight and the Win kit also sits lower than the Lsportline in general)
With the two together (H&R and Lsportline), I think you'll be 2" lower than stock...maybe 2.25"...but it's not just about the lowering...it's also about the design of the front bumper...
Are you selling your GS300? (I was just reading your .sig)
