I'm in southern california, Looking at a home near Arcadia, temple city, hacienda heights, rowland heights, diamond bar, san gabriel. Budget around 450K with 15% down.

Do you have any other properties? If you want you can email me your details such as credit score Debt to income, job history etc. reason for 15% payment? You can get a Fanny mae loan with low with 3% with fixed rate in the low 6's In CA i rather have cash earning more than 4% 30/60/360 more than current appreciation in CA.
