what really ticked me off honestly was that the dude, after i took a pic of his license plate and talked to him, i got back into my car to get ready to pull to the side, he decided to run! so i had to chase him down and eventually he gave up and pulled over. that's why i was venting in the first place

What a bia. File a complaint with his insurance company asap. Rack up as many points on his record as humanly possible. I wouldnt bother getting a brand new bumper. Just post a WTB ad in the classifieds here or hit up a junk yard. Yea and make sure there is absolutely no frame damage.

Make sure the adjuster checks everything and you make a point of showing him all the details.
