Yes you can and powdercoat will last longer.

Lots of taping to do this. The tape they use for powder coating is a transparent blue high-temperature tape. It is not flexible like painters tape or pinstripe paint, so it is very difficult to tape curved shapes or three-dimensional details. Go for it, but be prepared for the powder coat shop to charge extra for the masking as it is a total PITA (Pain in the ****).
