Flickering Fog Lights, Anyone else have this?

hey guys so this past week my HID fog lights have been flickering whenever i hit the slightest bump and it comes back on when i hit another one. Does this happen to anyones before? i searched but found nothing about flickering. MY friend says the balllast is broken/aftermarket/cheap/ or water got in? Or maybe just a loose connection?
by the way the driver side bumper is not aligned with the headlights but the passenger side is fine.. does the rain dripping down to the fogs affect it in a way even though its only one side?
