Default Where is the OBDII port??

On my 99 GS400 I'm trying to find the OBDII port inside the car. The only port i saw that was even close was a "Diagnostic" port under the hood. But that is not the same as the OBDII.

Any help is appreciated.

the diagnostic port is the on board diagnostic port. A connector is needed to use it, if i remember correctly.
