as probably covered in those links, it's just the opposite. In order to get the headlights out the bumper has to come off.
they were probably going to keep the bumper mounted on the car to paint it as some body shops like to do so that they can charge you extra for labor hours to remove bumper, then lights, then replace bumper on, then mask off entire car except bumper, shoot it, then take the bumper off, mount headlights, and remount bumper.
good choice on finding another shop. I'd suggest Casale Autobody or Curreri Collision (both on rt6 in johnston). Casale is a little pricey but he does a lot of high end work. Curreri is a little less expensive but does really good work as well.
