OP, with 100k you should not pay any more than 8 or 9 thousand for that car. may sound like a **** but this is the reality of our economy right now. Pay 8 or 9 private party, or the owner can take it to a dealership and get probably 4 thousand on a trade in.
that person is absolutely nuts for trying to charge 13k for a 10 year old car with 100k miles on it, even if 10k per year is pretty low.

In July I bought my 2003 GS 300 with 66K on it for $17,300.
As far as options are concerned, my car is a Sport Design edition so it has some features that others don't which makes it a bit more expensive. It has Navigation, ML, heated seats, wood/leather steering wheel, as well as HIDs (but those are standard on Sport Designs). It also has saddle leather interior which most will probably charge extra for.
Before I bought my car I was looking around and saw many GS300s with no nav, no extra features with 80-90K on them for $12K. When considering prices though, I usually take an average of KBB trade in value, KBB private party value, and Edmunds TMV. I think it's a pretty well rounded number once you do all of those.
Additionally, I know you said you want to swap, but if I could do it over again I would have gotten a GS 430. The main reason I got my car was the saddle leather interior...I LOVE it. But I also get pretty crappy mileage on the highway because the I6 revs at 3K rpms at 75mph. I wish I had the V8 because I do a good bit of highway travel and it does get better mileage than the I6. I am still tossing around the idea of buying a 430 and swapping my interior and selling the 300.
Good luck in your search.
