The fact that it is not the authentic kit should not cause the paint to bubble because a knock-off kit is usually made of fiberglass and the same material as the real deal. When I first saw the post I thought it was a fitment problem but if you are talking about the paint bubbling I would suggest you make the body shop redo it. Your body shop may not know how to paint body kits...Don't let them blame it on the kit manufacturer...

Actually,
Having spoken w/ Derick at Body Pros a few times, quality of the bodykit could cause bubbling of the paint. He said that a few years ago when they were willing to paint even the crappiest made kits, that some of them would have their paint start to bubble, I forgot the exact reason for this, but he said that it was due of the poor quality with which the kit was made.
However, I've never heard of the paint bubbling right away, so Brent may be right in that your bodyshop may not have enough "experience" painting bodykits as it isn't exactly the same as painting stock parts...

Knockoff WIN Kit
I have a knockoff WIN rear bumper. It has been over 15 months with no paint problem. The body shop that I used had a hell of a time making it fit because it was too wide but they did a very good job making it look and fit as good as the Rod Millen front bumper that I have. Make the body shop repaint it.

Just giving you another option...you can take it or leave although it looks like your bodyshop is recommitted to repainting it. Just because it's a Lexus bodyshop doesn't mean they are body shop Gods. People make mistakes.
The fact that the paint was bubbling right away meant that the application was done wrong at least IMHO.
Next time, I'll remember to keep my mouth shut and not give you any advice but I figured since you posted with such desparation that you needed help. Apparently, my suggestion was useless since you BELIEVE that the bodyshop is not the problem...

Typically bubbling is an artifact of contamination. If the surface was properly prepared (ie. not degreased), prior to painting, you'll get poor paint adhesion.
IMHO: I'd say it the paint/body shop that's at fault.
