DiY DRL disable failed

DiY DRL disable failed
so i remove that metal bar on the relay/fusebox showed on bananas DIY page, and they're still on after i tested them out.
does it make it difference if the car is a Canadian model? (DRL here is mandatory)
any other wires i can cut/unplug to disable them?

I have to assume that the DRL system is different between the U.S. and Canadian spec models on the 2000 GS since it is different on the 2000 LS400 like I have. For example, on the US spec 2000 LS400, there is a green indicator in the instrument cluster that lights up only when the headlights are on. On the Canadian spec 2000 LS400, the same indicator light is on only when DRL is on.
The repair manual set I have for my 2000 LS400 covers both U.S. and Canadian models -- the manuals note lots of differences between US spec and Canadian spec models.
Why do you want to turn off DRL if it's required? An Ontario cousin I visited last summer bought a car down here in the states earlier in the year -- I thought he had to have DRL added after he brought the car home.
