The car is stock height i was thinking off buying wheels first and then lowering my 99 Gs300. I was just wondering if these will fit . Going to lower car only with springs and shock unless you guys tell me other wise. Dont want car slammed would like body of car to sit just above tire.

I think you'd want something a little more aggressive than the Eibach's if you want virtually no fender gap. Tanabe DF-210's would be almost perfect. I've got DF-210's with 245/35/20 and 285/30/20 tires and there's pretty much no gap. It's not "slammed" but IMO it's a good compomise for a daily driver, I have no issues with driveability due to the drop.

These are the only pics I've got right now, the car is in storage for the winter. I don't want to link them here as they are huge and would probably mess up the margins. Apologies for the size and poor quality. Should give you an idea of the drop, the front gap looks a little worse in these shots since the outside of my tires were worn in these pics (I had them flipped as the insides were badly worn, don't procrastinate alignment guys!) Keep in mind my offsets are a little more conservative than yours.
The DF-210's for the 400 are a 2" drop in the front and 1.5" in the rear.
