I rolled my front fender yesterday. The reason the dimple is created is not because of the plastic tab in the fender, it's the structural integrity of the fender itself. When you roll the fender, it bends the fender...duh!, but yeah, when you reach the area where a piece of the fender is cut (square shape for the plastic tab), you will roll the fender,but the energy is not transferred to the edge of the fender, it's loss at the point where the fender is cut. That is why a dimple is created... all other area are pushed back evenly, while the dimpled parts is the part that stayed in the same place because it's not really getting rolled.
You can try to put a fat thick metal there to make it roll or hammer it out by using some object that'll distribute the force evenly and flat at the tab. The problem is, it will require a lot of force and will also create shock (paint may peel). I would roll it again but put something there between the fender and the tab so that the fender is actually pushed at that spot.

So I bought some bandaid decals for the front fender. LOL I know this will probably only attract more attention, but after friends and co-workers reminding me constantly telling me, "nice car, nice wheels, but your fender is messed up!" I figure this will add some humor and preempt other responses that my fender is fubar'd.
