Default Oil cap seal?

I have noticed oil on top of my valve cover below the spark plug holes and cant imagine where it's coming from. I'm not sure if the oil cap is supposed to have a seal or not. Mine does not. Does yours?

I considered that but the oil collects on top of the valve cover below the spark plug holes.

Sounds like your valve cover gasket is leaking. Be sure to check to see if you PCV is working properly. Shake it, see if it rattles. Change a new one if it's bad, only few bucks.

If you are really concerned about it you can have a repair shop add a UV dye to your oil. After a week or so depending on how fast the leak is they can check with the UV lamp and see where it is coming from. be sure to clean everything off real good first.

In that case, check the position of the PCV and the PCV mounting rubber (sits underneath the PCV). Maybe it's open too much. Also clean the oil filler neck to verify if it's not leaking from there. Last, the person that did the oil change probably dripped some oil and didn't clean it.
