Couldn't you just fill the gap with some high strength panel adhesive? That's what the OEMs use to keep many panels together. Using the right ahdesive will give you a bond pretty much as strong as welding it, but without the paint damaging heat. Just a suggestion.

There is no force trying to separate the two metal pieces, we are just concerned about a weakening of that area. Who knows but there are maybe 40+ welds holding the rear quarter on to the car. We're only talking about losing 5 welds in one isolated section.

Here’s my quick and dirty analogy: If you nailed a lid on to a wooden box all the way around with 40 nails and you removed 5 of them in a row in one spot, will that weaken it? A little. Will that cause the top to separate? No If we put a brace inside to support the nails would that help? Yes. But the brace would be physically in the way and it’s not necessary.

We know a re-weld would take care of the problem, the question from the OP is really can you shave + pull without welding and without having to do paint work and still be strong enough. That’s all that’s really being asked.

I'm off to enjoy the 3 day, so I'm done posting for a while.

Have a good one guys.

ahhh i got you glen. like i said i really have no expertise in this area was just a thought on the old brain...

Good suggestion !

I'd say as long as the panel adhesive is the type that dries rock hard and is not pliable when cured, like RTV, then it would help.

Is this a pic of the rear quarter shaved or cut past the welds?

suggestion - if you have any body work done on your panels that you are trying to pull, don't do it. you will crack the body filler and have to get the panel resprayed anyway. While I didn't find out the hard way (we didn't start since this came in to question), I now have to have the body shop take car of the fenders... Wasted my time by shaving the fenders, quite the learning experience though.

In closing, shaving is cool (all the way to the edge) if you really aren't doing any fender mods other than this. I am not saying it won't work, but it is definitely much safer.
