I use Mother's Stainless Steel polish...or something like that. I'd give you the exact name, but I just gave it away with the GS I sold. Just follow the instructions and it will safely make 'em shiny again. It comes in a small shoe polish looking can.

I use a liquidy polish by Turtle Wax. I picked it up at WalMart, and it has a very high ammonia smell; a couple bucks I think; small white bottle.
It works very well, but the key to keeping the Borla tips clean, is to do it often; I do mine every other wash or so. Once they get dirty, its difficult to get them back to dazzling.
DaveGS4 has used some stuff that works well too; different; can't remember what it is. Hopefuly he'll see this and post.

I can't recall the name of the product I have, but it is GREAT stuff. I'll do some surfing around and ask my GF. I'm out of town until next Thursday, I can go look in the garage then and read the label.
I'm terribly lazy about polishing my tips and hadn't cleaned them in several months. They were nasty, but this stuff did a great job getting all the oxidation off and making them quite shiny again. I've also used Dex's turtle wax stuff and IMO it doesn't do nearly as good a job.
It isn't specific for cars, but it is a heavy-duty stainless steel polish that removes serious oxidation. I think I found it at a hardware store or home depot... Has a nice smell too, so you don't feel like you are going to pass out when you are down on the ground sniffing ammonia under your car.
Will post if I figure it out or when I get back home next week.

I guess it needs to be clarified whether or not you have heavy oxidation, or you have a need for a product for more frequent, light cleanings.
