A copy of the steering TSB?

Does anyone have a copy of the Lexus TSB ST003R-98 980619 Steering - Vibration/Flutter that they would send to me?

Here are the causes if you want to hear it out.
- Balance the tires
- Bent rims (most likely)
-Steering rack
-Wheel bearing

Hope that helps. BTW, I got OEM chrome 17" wheels and one was actually bent which caused steering vibration at 65 mph +.

Thanks guys!

I'm certain I've got to get the wheels balanced, but I think there's more to my situation than that. When I drive on a gravel road, I can feel something in the steering banging back and forth, despite having good suspension, tie rods, etc. It feels like excessive clearance between the pinion gear and rack. I'd like to see what's involved with the TSB and whether or not I want to try to do the job myself.
