Default Throttlebody question

So i was working on my 1uz-fe vvt-i and noticed my tb didnt open all the way by cable. For the first half twist the tb doesnt even open and the 2nd half twist only opens it part of the way. Now i have never worked on a vvt-i car before and i noticed 8 tbs in the intake plenum so i was wondering if this is normal or not. Here is a short vid i took. BTW if i use my finger on the actual valve, i can open it all the way.

It has nothing to do with VVT-i but with the drive by wire system.
The throttle is moved by the ecu not the pedal . In case of modulator failure there is a back up cable meant to move the TB to not leave you stranded.
