There is no check engine light on. The car did fail emissions. On the Emissions Inspection Report Sheet given to me in the "test results" section it says:
RPM= 767
KOEO=PASS
READINESS=PASS
MIL CMD=FAIL
CODES READ=2
DLC=PASS
DTC1=PO420 Catalyst Sys Efficency Below Threshold (Bank 1)
DTC2=Po430 Catalyst Sys Efficency Below Threshold (Bank 2)
Maybe the previous owner took the bulb out of the CEL knowing there was a prob? I will first try fixing the leak and running the car again hot. Then O2's as you all have recomended, then new cats. You all have been a great help. Glad I joined this forum!!!

GS_4 in some states they plug in for readings in the computer. They usually don't run the car for actual exhaust gas measurement. Hear in maryland they just plug in the OBDII computer and look for codes. If there is no codes you pass. No exhaust checks or dyno. His state maybe the same. If you have codes in the computer...FAIL! ON my 92 SC, since it's a OBDI they run it on a Dyno and measure actual exhaust gas.
JW117; replacing the O2 sensors while fixing the leak can't hurt. While it's getting done it would be easier then doing it later.

Nate579 is correct. My GS is an OBDII. No sniffer in the pipe. I do a daily driver that is a 95 ES300 that is an OBDI and they put it on the roller with a sniffer in the ex pipe. The car was throwing the 420/430 codes with the CEL light not working. Im glad Nate pointed this out. With my new GS its all a plug in. I think 95 and older are OBDI. Ill have this fixed this week and try again. I'm just bummed. I love my ES 300 daily driver so much I sold a nice Corvette to buy a GS. Lexus is a great car!! Now I may have bought a problem? Oh well, I'll get it right. Thanks again for all your help. I'll keep everybody posted.
