Do people sometimes confuse the term flush? I feel that if fenders have to be cut or rolled then obviously "some" part of the wheel/tire is beyond the fender...I have seen many pics of members rides that say they are flush when IMHO they are sticking out a little. By no means I am flush but I have seen many that do not realize that they in fact...are not flush either; i.e. sticking out.

I dont know the offsets of the wheels, stickers were off when i bought them, but are pretty conservative.
F: 8.5 +20ish
R: 9.5 +25ish
25mm Spacers all around. Front fender rolled, rear shaved.
Front tire: 215/35/19
Rear tire: 225/35/19 (HIGHLY NOT RECCOMENDED) Barely got 3,000 miles and the tires were bald and one side ripped oopen.
-2 camber up front, -2.5 rear.
The flushed picture I have. I am no long that flush though....I changed tire setups and get new coilovers and the spings are still settling.
Edit: With 245/35/19's on the rear, i can still get almost as flush by putting on a 20mm spacer and rasing the car a bit.

Have you modded your fenders yet?
We can figure out if our wheels are similar i think, just mesaure your lip sizes and ill do the same and we can compare and go from there.
Also, with 245/35 on a 9.5 my FK452's kinda cover the rim/lip of the barrel, is not that stretched, so its hard to have the wheel well sit flush on it.
