wwest - PLEASE explain how a GS400 has a "boy racer" image...that's a ridiculous comment.
ARB - Man, that's a hard decision. Usually, I would pick the GS400 over the GS300 (you can't beat the extra power!) but it looks like the GS300 is set up WAY better. You can always put that $1000 towards some "forced induction" solution later on...

I have driven both cars, and while I love the speed of the 400 the 300 is no slouch either. I love the color(Spectra) of the 300 and it's options, but I also love the added oomph of the 400. Also with the extra $1,000 left over(if I buy the 300) I would put that into mods(maybe L-Tuned Susp. & springs/other mod(s) for the 300. Still undecided

i dont know what to say..
it's sure close one.. however id probably still recommend you to get GS400, most of those toys you can put on the car.. it sure going cost you more .. but.. you can't change engine from GS300 to GS400 later on.. so my choice would be GS400...
i drove both.. i myself have GS400 '98 and my friend has GS300 2001.. it's *huge* difference how the car handles.. after i test drove both of 'em i was so glad that i choice GS400

In my mind the V8 isn't a "proper" fit for the GS, weight and size considered. Additionally, just what does the V8 "give" you, except for the ability to lay rubber down on the road and attract attention, including that of the cops.
The GS300 has almost the same HP as the 92 LS400, more than enough power for 99% of the time, I often run mine in snow mode to avoid the throttle tip-in surge.
And all-in-all the GS300 you described seemed a much nicer, better equipped vehicle.

It all comes down to what YOU want out of the car.For me I loved the style and look of the Gs model and had to have a FAST sedan so I never even cosidered the gs300 and HAD to have the gs400.I also got the color and options I wanted too.If I were you one thing I would consider is finding a gs400 in your color preference and maybe with some or all of the options you want.You should not have a problem locating one for a reasonable price and then you wont be second guessing your self Good luck

ARB - have you driven both?
The drive alone should help you greatly.
Ask yourself this:
Do I can more for color or acceleration?
Its really about priorities. If you really like the Blue, but you really like the 400, you should hunt more. Get what you really want, otherwise, you'll regret it everyday.
