CEL OBD1 code weirdness

CEL OBD1 code weirdness
Hi
I've got a stock UK 2001 GS430 which is OBD1 unlike the US models of that year.
CEL has come on and I've tried reading the code(s) using the paperclip method but all I get is the whole set of dash lights flashing regularly, which I think is what you're supposed to get when there's no problem?
I tried clearling the light but it comes back after about 10 mins driving.
There's a metallic rattle from under the front end of the car, like a heat shield is making contact somewhere on the exhaust, which is worst when idling in drive rather than in N or under load.
I've tried cleaning the MAF and resetting again but no joy, although the car pulled better and sounds better.
I'm guessing o2 sensor(s) but it's only a guess until I can pull the code(s).
I'm a bit dubious about the paperclip method and would cheerfully buy an OBD1 reader for peace of mind and ease of use if someone could recommend one.
Any suggestions? I want to at least do the diag and parts purchasing myself (all the garages around here are busy as hell and a bit scared of my car).

On closer inspection there was a missing nut from the inside of the driver's side downpipe to Y-piece coupling. Two new bolts and a code reset and so far all's good.
Looks like it coule be OBD2 inspite of appearances, but the universal code reader reported a P1651 <unknown> which I can't find a reference for on lexus or toyota?!
