Guys,
I'm getting a rubbing noise when turning the steering wheel. I have on hand the TSB # NV021-98, it suggests to tape the wire harnesses under the steering wheel cover (horn) to eliminate the rubbing noise. I've tried to remove the cover by pulling it...it doesn't come off that easy...any ideas?

Yep, that's my understanding too! As you may have read, I am anxiously awaiting my "Custom Steering Wheel" from overseas! After discussing installation with my boy up at Lexus, he said that in most cases you will need a "steering wheel puller." Now I don't know who has these besides the dealerships. Good luck!

The steering wheel pullers I've used are a steel device with adjustable clamps on the sides and a threaded rod in the center (similar to a gear or pulley remover if you've ever seen one).
The clamps grab behind the steering wheel while the threaded rod pushes on the shaft. As you turn the threaded rod it exerts pressure against the center shaft and pulls the wheel off of the shaft. To use the puller you must first remove the horn/airbag center piece to get to the shaft itself.
I haven't a clue how the horn/airbag center piece is removed from the steering wheel .

On the sides of the cover there are screws with torx heads they have to be removed first,on the left side a cover has to be poped out,on the right side a small plug has to be removed.some times you don't have to use a puller, also ck the rubber collar at the bottom of the steering shaft, lube it with dow corning grease
