Are these for the fender or bumper? They look small for the bumper..

They're side turn signals similar to the ones on the Lexus GS in other parts of the world. See the attached photo of a UK gen 2 GS. The OEM ones are amber.
Some people in the U.S. install them as always-on running lights but they are most useful when used as additional turn signals. I had a set installed on my first Lexus LS since its front turn signals couldn't seen from the side and I was kinda blind in one eye. The earlier OEM side turn signals like I had on my 90 LS were bigger and I thought easier to see than the newer smaller ones -- sold that car in 03 but a photo showing the side turn signals is attached.
Personally, if I wanted to have a set of these, I'd go to a Toyota dealer and buy a set for a 2004 xB. You have to very precise when creating the holes in the fenders for these since they need exactly the right size hole to snap into. I had a body shop do it on my LS.
It is easy to wire the side turn signals to the front turn signals but it may be necessary to partially remove the fender liners to pull the wires forward.
Make sure you measure it properly before drilling or cutting the hold...In respond to this car above..not a big fan of gold healight rings....especially on blue car...
