Since you have no e-shift, this will fit 98-05. However, the airbag must be from a 2001-2005 to actually fit the 03 wheel. To work in a 98-00 you need a 2001 airbag that has single stage capability. OR you can switch the actual bag unit thing as well (there's a writeup somewhere on that)
