Default Rear pulls to the right under hard braking?

So yesterday some idiot cut me off on a highway, I was doing about 60, and some idiot doing 30 decided to get into my lane without signaling when I was only a few car lengths away. I had to slam on the brakes, and as I did, I believe my rears might've momentarily locked up, and the rear pulled to the right. A little more and I could've spun out.

Also, I notice that whenever I brake on ice (doing like 1/2mph and gently applying brake), the rear also pulls to the right. Does that sound normal?
