Default Headlight problem?

so i was reinstalling my HID fogs for my GS400 because it was sloppy when i installed it the first time. when i came to turn them on. my fog lights turned on but only only of the headlights turned on. I figured i blew a bulb. I then took out the old HID one and looked at it and it seemed fine. I switched it with the working side.. and found that the bulb was was fine I reinstalled the HID bulbs and still it would only turn on one side..guys have any ideas whats wrong with it? tired looking for the fuse for it but i can't find the fuse box for it.

I just started having this problem too, I have a HID kit for my fogs and my passenger HID (OEM) works on and off intermittently. Recently it started to flicker as well, I traced it to a faulty bulb, maybe your problem is just a faulty bulb as well. Just a coincidence that it happened when you re-did everything...

iirc, the ballast is mounted beneath the headlight, on some sort of metal frame. removing the front bumper would be very helpful.
