Opinion : Bad starter or Battery issues or Other?
I don't know if it is a coincidence but the other night in Florida we had a ton of rain and I was out and about and got caught in some high water, not like fill your exhuast pipe water, and nothing happened while driving, but now I have an issue at start.
I turn the car on and let it finish beeping, turning the engine over it goes.
*click* and all the lights go out (I think battery)
I turn the car back to the on (not taking out the key), turn the car over and :
*click*
Next I take the key out (off) put it back in, let the beeps finish, turn the car over and it starts fine.
My battery is from 08-08 (walmart, I know terrible), EVER - Start, which I have read are called "never starts".
I have had starter issues and battery issues before, and am a DIY person, so am I buying a battery or starter? My vote is battery, but the reason I am asking is it doesn't seem like the battery is low, really seems like a bad connection.
Also I have checked all the battery contacts no issues there, no corrosion, car has 114,000 miles and is a GS400.

The GS400 has the infamous starter problem. The brushes don't seem to last as long as other cars out there.
Your battery is not even 2 years yet, but it's the cheapest option at this point. Bring it to autozone and have them put a load on it. It's easier to test out the battery than the starter at this point.

Yeah I have read all the "searches" and the only thing that I though might not make it starter is the "click" making the power go off. Almost like the lead on the terminal isn't making good contact.
If I have time I will put up a vid, and surely respond to what it was.

PS for anyone searching, it was the starter. I payed 200 for a new Napa starter as the Kit for the rebuild wasn't going to be in till today, and being it my family car, I couldn't wait. Total cost was 575, including new gaskets, new starter and labor. It is quoted as a 4-5 hour job in most labor websites. My site told me 4.3 my friends told him 4.6 : P We rounded down.
