Default Lost master key, ECU flash, opening hood while battery is disconnected?

I own a 1999 GS300. So my only master key was stolen last night. I had a company come come out and unlock the car just to make sure the key wasn't locked in the car. Unfortunately, it wasn't. I opened to hood and disconnected the battery so the alarm wouldn't go off every I tried to open the door. Does the battery need to be connected to open the hood? The button to pop the hood seems to be electric. Am I wrong in thinking this? If not is there a way to open the hood and re-connect the battery? Concerning the missing key. The dealership wants $750.00 to replace the key and reprogram the ECU. I found a locksmith who offered to flash my ECU for $500.00. I asked if I could buy a new master key offline and get it cut by the dealership. He advised that would knock the price down to $300.00. I have been reading on the forums however that I need 3 master keys. Is this really true? I do not want to drop $300 on three keys. Also, is pulling the ECU in my year and model a DIY or should I just let the guy do it all. Are there any complications in having someone other than the dealership flash the ECU? Please help!!!!!

The hood release is not electric. There is a cable behind the lever. You may have the same issue that I have in my RX where the cable has some slack in it and the release will not work. Reach behind the release and feel for a metal cable. If you feel it, place your finger over the cable and try to pull towards the rear of the car.

I had to have my ECU re-flased and I was charged 300 and only got 1 master key. Locksmith said each additional key would be 50.00

Where is the ECU located on a 1999 GS300?
