Use a dremel, doesnt look too hard to cut it. GL

Anything that interrupts normal driving should NOT be left in place. Get the part out of the car and cut it off. Use a saw or grinder. If you wish take it to a metal or body shop and have them cut it for you.

try to get a sawzall in there and cut it off shouldn't take long at all

Oooo.. It just hit me. I wonder if this car belong to a disabled person or a very short person I see the hole there to which makes that piece an extension...
