everyone seems to be skipping this...since when your driving you dont or shouldnt be looking at the pedals,as Nathaniel said if its working fine just leave it alone
sometimes i step on the metal piece and its annoying.

Anything that interrupts normal driving should NOT be left in place. Get the part out of the car and cut it off. Use a saw or grinder. If you wish take it to a metal or body shop and have them cut it for you.
Oooo.. It just hit me. I wonder if this car belong to a disabled person or a very short person I see the hole there to which makes that piece an extension...
