buddy with the welder fell through, you guys think JB Weld will do the job? The two holes are about the size of a dime. I already bought some high end dynamat and will buy some roofing spray for underneath. Or should I wait to get it stitch welded?

i say hammer it back down as good as possible and dont make a mess with the welder...good thinking with the dynamat and some roofing spray will be ok but i think they make some automotive stuff for that .....whatever repairs u make under there make sure its sealed right or it will rust.
here u will find some underbody coating stuff...just one brand ...do some more research ...iam sure u will find something local

It cut all the way through your carpet?
And yes I (me) would not spend the time/money super reinforcing a non crucial piece of sheet metal that is not visible. My car is a car, a daily driver. I don't think the street will tell anyone if I plugged it.
If you do want to do it the proper way you will need to cut out the damaged area and weld in a replacement panel.
It all comes down to personal preference as its not a safety issue.

no not even close, carpet and underlay is intact. All I am worried about is rust over time...
