Weird sounds coming from front end

whats up guys
I have been hearing this sound in the front sounding like it could be coming from my engine for some time now.
its a sound that occurs mainly below 1K RPMS and is more distinct in gear.
in park it can be heard but faintly.
it occurs at about 800 RPMS
it sounds similar to a screw beating around in a can. and also sounds like a pulling sound.
my mechanics have tried many different approaches.
One of them suspect it might be a VVt-i actuator but the only way of seeing the issue is to dismantle the engine.
The main mech suggested that he do the t-belt and w/pump for free if it doesnt solve the issue.
He suggests that it might be the water pump or the timing belt pulley.
they cannot recall dealing with any issue like this on any GS they have worked on. Or LS, with the 1UZ engine. They have dealt with mannnny Lexus' and issues but i honestly can't ever recall them being stumped.
I would record the sound but I dont think it is loud enough to be picked up.
anyhow my purpose of this was to ask if anyone has experienced this before, or even has the slightest idea as to what it could be?
check the video out I finally got it up

if its really an offer of a free timing belt and water pump why not start with that? If it solves the sound then all is well. If it doesn't you get a new timing belt/water pump. win/win

It kinda sounds like the Ac compressor clutch is going out. My acura RL did that when it went out. It definetly sound like a pulley/belt noise. Have the mechanic tried just pulling the serpentine belt & see of it still made the noise? I thinks its a win-win situation with the t-belt change. If its fixed after replaced your good to go, but if its not fixed, you not out of money.

they took off the drivebelt to check if it was any of those pulleys but it wasn't
I just want this thing figured out quickly and overwith because I dont know if im driving and messing up anything everyday that goes by.
I told him I'd come and do it this week but im waiting on a day that I have a lot of time to spare.
Because as we all know thats an all day job

that could be a thought in regards to heater core.
But for some reason now its not making the noise anymore.
of all the times it stops making the noise, it stops the day before I go to the mechanic.
So now we won't really be able to try to diagnose again until it starts up again and as we all know, just because we dont hear it doesnt mean it doesnt exist.

If it sound stopped without the engine stop running, it was probably not something with the t-belt. BUT when was the last time the belt was changed. It could of been air in the cooling system.
