Default Woosh woosh sound from wheels?

So my suspension / tires are really beginning to give me head aches. Ever since I got the car ( even before I lowered it) it had a bad vibration at 70mph+ but this is not strange problem. I'm getting this woosh woosh sound as my tire goes around. It's as if you take a piece of paper and stick it on to part of the tire then everytime the tire turns over the paper makes a sound and of course the faster you go the less distinct it is. Basically between 20-40 mph it is very prevalent. I'm sure it's not the tires because I put a different set of wheels on and it did the same thing. I've also only noticed this sound after I lowered it on the df210's over summer. Could it be the ball joints? The guy who did my alignment said I would need new lower control arms, would that help make the sound? Thanks...

does it get louder/fast as speed increases?
could be hub bearings

Ya, I was gonna say bearings since you swapped wheels/tires.

Thought it could be bearings, would bad bearings effect camber also? The sound seems to be the loudest between 20 and 40, when I get fast enough I don't really hear it maybe because it's spinning so fast it becomes a loud hummm

Jack the car up and push the tire in (toward the car) from the top and bottom. if it shakes its the bearings. If you push the tire left to right and it shakes is tie rod.
