The rust will only grow if you leave it raw like that. If you cover it will touch up paint or whatever, it won't have a chance to grow.

i used bbq paint and am rust free for over a year now, and i used the blue painter tape on the outside of fender.

Use a 3 inch grinder to clean up any existing rust if you have any. If you dont have any rust you still would want to scratch the surface area with at least a 40 grit sandpaper. Than apply a few coat of epoxy primer and your done. Spray rubber undercoat if you like for extra protection from the road. But if you do, apply a coat of primer over the epoxy before the rubber undercoat. 3M and evercoat are a few good brand.

That is how you treat bare metale from getting rusted in the first place. A good epoxy spray will set you back around $20. Avoid the nail poilish stuff, even if it did work.....Really?!
