Im looking for my first gs 300/400 here in texas and i stumbled on this one.

is it a good price? and are the repairs cheap?

Hard to say without really knowing what needs repairing. Check engine light could be simple or complicated. Either way though, at 128K miles, this car probably needs a timing belt and H2O pump change, new lower ball joints, probably some new bushings in the lower control arms 2, or new control arms, maybe new steering rack bushings. All fixed the car should run great though. Just have to decide what actually needs fixing now and what needs fixing soon.

I got my 98 GS400 for 6k with less miles than that so i would say keep lookin g...

I wouldn't touch it at all. I got my 2001 with 90K on the OD for less than $9500.00 with it being fully serviced and kept local its whole life. I also have all the paper work from the factory from when the original buyer picked up the car. It was that alone that I stopped looking for a GS400. One day I'll drop a TT in there

seems to be a rough car... or dogged (tv screens) 15 in sub .... its not gonna be a old man car, car needing all that work now maybe had body work in the past but the price is good. Maybe you can negotiate it some more 4500
the cat is gonna be the most expensive id say I got lucky one time and found a cat for a 2003 camry I had for 50 bux with 30k miles when the dealer wanted 1000

Catalytic converters are real pricey... seems like a so so deal, its cheap enough that with the maintenance fees it will balance out though... if you do the repairs your self then it would be a good deal... check it out in person and let us know.
