High/low beam & fogs question

I am not sure this has been discussed before...

When I flash my high beams, the OEM HID low beams flash at the same time. Is this normal?

So I am wondering, is it possible to rewire this so that only high beams are used for flashing?

Also, I can only switch on my fogs when the low beams/parking lights are running. Is there a way to run the fogs only?

Ok, I have found the foglight mod:

So is there something I can do about the HIDs flashing along with the high beams?
