We did my fenders with a roller. No cutting, just rolled and pulled.
A quick cheap method I've seen before which I don't suggest, but the video is hilarious, is the phone book method seen in the video found here (mobile link hopefully it works)

man looks like you are running tires that stretch way too big. never buy federal or any other brands that stretch big unless you but a 225/35/19 federal on a 19x10 bc it will stretch like a 235...
but if you really are running a 215/35 and a 235/35 your tires wouldnt be hitting as much..i would recommand nankang, or maybe nexen. anyways what brand tire are you running?
