Default Running Lights Not Working

I have a 99 GS 400...I put my original tail lights back in today (returning my LED tails because one side went bad after only 3 weeks) I bought brand new 7440 Clear Bulbs for everything turn signals, brake lights, running lights etc. Had my buddy verify that brake lights work fine as i applied the brakes...but at night when i turn on the headlights...the Tail lights do not come on while I'm driving...but brake lights DO work when i press the brakes...but the other bulb that should be on, does not. Could it be a fuse or relay or what? Anybody had this issue??

If tail light works when you step on the brakes but is not on, most likely the bulb is burnt, it has 2 filament.

When you put the new bulbs on, did you use gloves or something to hold the bulbs? From what i hear, the oil on our hands can cause the buld to burn out quick.
