Default Ughhh, out of ideas... shift lock issues

Here it goes... my GS400 won't shift out of Park or shift into Reverse when in Drive without pushing the manual override button. My brake lights are still working and all my fuses are good. After reading the posts on here, I thought for sure it was the shift lock control ECU, so I bought a used shift assembly online and swapped the ECU in, but it did not solve the issue.

So I measured the voltages at the input of the shift lock ECU and found that they did not match what the manual stated. I am thinking that there must be another control unit that is sending those erroneous signals to the ECU. But I am not sure where or what that is since I don't have the wiring diagrams.

Any ideas?
