They must be "V" rated for the GS.
Agree to not be drawn in by stupid low prices or cheap tires, disagree that tirerack sells bad tires.
2nd strike is the "V" rating you got called out on already.
3rd strike is you said Primacy is for "unbeatable performance". I think that reveals a little bit about your tire knowledge.

For the OP, go take a look at the tire subforum, there's plenty of suggestions there:
The Exalto A/S should be a fine tire.

There are also about a bazillion threads regarding what causes vibrating steering wheels in the 2GS. Tires and wheels are one factor, but there are also a series of suspension parts that wear. You need to weigh how much you want to spend on this issue for this now 13year old car.
Definitely sticking with an OEM sized grandtouring / comfort tire rather then a sportier size. This will help to some degree to minimize the other wear that is causing the shaking.

Since you are driving a 13year old car with something worn in the suspension causing a shake, you shouldn't be driving over even say 100mph, so tire rating is going to be the least of your concerns.

The exalto is a good choice. It will cost more but will probably last
Longer.

This is all good stuff, thanks guys. I'm leaning toward the Michelin Pilot Exalto A/S. My '99 GS has only 68K miles, so it's worth my putting a decent set of tires on it.
