Not sure but if you have the outy it's the roller. You need to get the bushing the thing that backs the bushing and the adjusting nut and wave washer. I think the spring is the same one but I replaced that also to be sure. It will make your steering feel much tighter. But the zip tie may be doing the same thing. I did the zip tie on my ls400 because the bushings in the steering column are worn but my gs400 feels super tight.

Can anyone post a picture of the inny/outty nut? I am having a difficult time finding this in the steering rack.
Part numbers would really help. The vibrations drive me nuts. I've looked at the zip tie mod, but would rather just replace the part/bushing

I changed my spring also but I am pretty sure it's the same as the original

Update:
I did the zip tie method on the steering column and it eliminated the rest of the 60-80 mph shake. I can tell some of it is there due to me looking to feel it during the mph range but it's gone.
It also tightened up the feel of the steering.. feels like a new car. Love it.
