Generally modifying any part of the vehicle to make other mods fit, is not recommend. parts should fit with NO or minimal modding. There is exceptions but something like a strut bar, im not sure i would bother.
in either case, the way to do it is to raise the mount points by shimming. shimming should be done by raising the WHOLE bearing surface and NOT by adding washers under each point.
if you look close on top of your strut tower there is an OEM black steel shim that goes around the tower before fastening the bolts. Just get yourself extra shims and add it under the strut and bolt it up. This will probably get you 5mm. enough to clear. if you have to use 2 per side, go ahead but I wouldnt recommend anything more than 10mm.

To combat the rattle, just go to your home depot or lowes and get some weather stripping, just make sure its heat resistant OR you can look and see if they sell garage door seal that is adhesive backed; or any type of seal/rubber that is adhesive backed. Place ont he underside of the strut bar, and no more issues.
To everyone saying that the ebay stuff is crap, you're basically paying $3-400 for the same strut bar that has a name on it. IF you want to make the ebay stuff better, all you need to do is replace the rod by a machine shop and have them weld you a new stronger one. Guarantee this will work better than your $400 bar.

i removed the oem black shim when i put on the bar. should i not have done this? Reason why was cause i was told you are supposed to remove it. With the oem shims on i would def clear.
justablkv8: I heard the same thing reason why i went with a cheap one. Few topics on this site mention that there really isn't a difference, as you mentioned, just paying more for the brand.
thanks for the help guys!

justablkv8 makes a valid point with the adhesive underside to get rid of the noise. My cousin whom has a eBay strut bar(orange) had SAME rattle like yours. He purchased heat resistant double sided tape, attached it to the bottom of the strut bar and noise went ready.
