I would set it to balance the same but then when the other side kicks back on it would be louder on the left lol

Honestly I would just trace wires, like I said look for frayed or touching on metal, make sure everythings wrapped good in electrical tape if it is, and I would re-tape everything... U could always go to your local stereo shop...

ok so I did some checking and I didn't find any split or frayed wires or anything touching metal and got to thinking.
if I did have a wire touching somewhere wouldn't it create static?
I mean I don't think it would just lower the volume on the one side and not make a static noise?
Called my buddy at the stereo shop, finally got ahold if him,he answered this question in 2 seconds,

No problem....He just said that the internal amp is bad, the one that comes stock with the car, if you want I'll call him again to clarify....Lemme know
