Is my mpg normal and vote on wheels to put on the car.

Hello , I have an 02 gs 300 and love it so much.
However, i was so shocked when i went to the gas station tonight. I put 15.5 gallons on it for only 240miles. So I am getting like 16 mpg. What do you guys think? is this normal for city driving with decent traffic i work and live in northern VA.
Secondly, which wheels do you think will look best on my 02 msm gs300?
1. Silver Volk GT-P 18x9.5 rear on 245/40/18, 18x8 front on 225/40/18
or
2. Silver Enkei NT-03M 18x9.5 rear on 255/35/18, 18x8.5 front on 235/35/18
or
3. Gold Volk GT-U 18x9.5 rear on 245/40/18, 17x8 front on 225/45/17
Not really sure on offset but most likely I will need to add spacers on number 1 and 3
Also what lowering spring will look good on any of these, trying to spend 200 on lowering spring since the struts is still

Well just to let you know, unless you're going to do the labor yourself on the springs and whatnot a shop is probably going to charge you around 200 to get those installed, so you're up to $400 on the springs. Depending on how much of a drop you want will also depend on how long your stock struts will last (i'm assuming you're on stockies) anything more than L-Tuned or Tanabe NF Springs and your stock struts will probably be gone within the next couple of years.
Also it's very hard to get an even drop when it comes to springs. To be super honest, i'd just spend $600 on some Megan EZ coilovers and throw them on yourself. Real easy install and you'll be good for another 40-50k miles and won't have to worry about uneven drop.
This is my 2 cents on the springs option. A lot of people come wanting to just drop on springs, but don't realize that after you buy struts for $400, springs for $200 and then add a shop labor cost you're almost up to $900 for a small drop that you probably will get bored with or will not be even. With that money you can practically get some brand new BC Racing Coils. With $600 you can get some Megan EZ's which will serve you well for a small drop and regular daily driving. If you want to slam, well i'd recommend BC's with custom spring rates and stiff at that.
As far as wheels.. Is that all you're open to? Honestly you can find some nice Vossens or go with some Varrstoen if you don't wanna break the bank and still look clean. You're definitely going to need a spacer on those wheels though. You'll want atleast a 9 or 9.5 front and a 10 at the least in the rear.. If it's a 10 it needs to be pretty low in offset also so you can get a decent flush look.
Just trying to let you know of all your options before you pull the trigger and regret it in the end.

I have an 00 gs3 and i get about 304 -328 miles per fill up with 91. I use either shell or chevron only and live in OC Cal. Commute to LA twice a week. There is always traffic and I do alot of city driving. Also have no engine mods.
As for rims. I suppose you are buying used. I would go with #1. Although I like #3 better but I'm not a fan of running smaller rim sizes on the front.
IMO I would keep looking for other rims.

That is what I was getting prior to tuned up. Now is about 325-340. I replaced spark plugs, clean the throttle body, flush the transmission. I haven't touch the MAF yet. Get an alignment if haven't got one done awhile. Again, I am on stock.
Just an updated, Just replaced two new Caster Arms OEM (Lower Control Arm #2). Am seeing some gain in MPG in city driving. And the car sure feel more stable and ride feel much more compliant.
