Accelerator Pedal Malfunction Problem/ Troubleshotting!
Hey guys I was wondering If I could get some feedback on my gs300? It was once my mom's car, then my older brother's car, then onto my little brothers car.
Please bare with me here it isn't my car but I would love to help out the family. Let me know what input you guys may have.
1999 GS300 (package that has the wing on the trunk. It may be the sport edition)
History:
1. No mods in the car's life except for megan ez coilovers.(Never replaced shocks or springs for 200k miiles and recently changed to coils about 2 months ago.(most amazing mod ever since the car was running on broken shocks and bouncy springs))
2. 200,032 miles driven
3. No accidents
4. Oil Change done every 4000 miles
5. Just confirmed that the spark plugs havent been changed.
6. Cabin air filter changed every 20k miles.
7. Timing belt changed once at 120k mark.
Lights:
1. VSC OFF light is on
2. VSC light is on
3. Check Engine light is on
Symptoms:
1. Engine sounds healthy (no dying on you with the rpms, just purrs nicely) NO engine stalls or anything.
2. Accelerator pedal does not respond at all UNLESS if you floor the pedal to the max. But there is a catch... its not going pedal to the metal speed. It feels like its going 2-3rpm speed. Example: Going on flat surface, when we press all the way down.... it accelerates to about 30mph in 12 seconds. It can go more than 30mph, but it LITERALLY takes a reallly long time.... I don't even dare going up the mountain or hills like this....
Tried:
1. Resetting battery multiple times. Resets all the lights like VSC OFF, VSC, and Check Engine light AND pedal functions nicely like a normal car again but after driving 1 block same symptons come back on along with the lights.
2. Inspected the intake filter and still looks alright, nothing abnormal.
3. Checked the battery terminals, and changed battery about 3 months ago. All good on that as well.
Any input would be great guys. Please let me know what you guys think. I really believe in lexus here and our family has this car, a 07 LS460L, and also an 07 IS350. I am a lexus enthusiast and really want this car to keep its life. I want to see this GS go 500k!

Hey guys here is an updated for the troubleshooting. I did get a code reader and I got a 1121 code problem which indicates the acceleration pedal assembly is not working.
I asked the stealership and they want 370 for the throttle controller. Part number is 22060-46010. I checked on sewell and I can get it for around 250.
Question is if I am sure this is the problem. I tried my best on troubleshooting this and before I go even more in taking apart the whole engine, here is some findings. I am not a car guy so please dont go nuts on me.
So here is a picture of the throttle valve in the inside:
Throttle at rest.
Throttle at full open throttle. (Same results when I press on gas pedal and by hand twisting the **** on the throttle. Question is.... Is it supposed to be widely open when I PHYSICALLY twist it all the way? It only budges about 2-3mm.
